Notice to Bidders - Long Branch Library Renovation Project
A NOTICE IS HEREBY GIVEN that sealed Bid Packets will be received by the City of Long Branch, County of Monmouth, State of New Jersey on THURSDAY, JUNE 1, 2023 at 10:00 A.M. prevailing time at the Long Branch City Hall Council Chambers, located at 344 Broadway, Long Branch, NJ 07740 at which time and place the Bid Packets will be publicly unsealed and its contents announce in public for the LONG BRANCH FREE PUBLIC LIBRARY RENOVATIONS PROJECT.
The Scope of Work contemplated for the above named Project includes major interior renovations, such as selective demolition, space reconfigurations, new finishes, upgrades to the building mechanical, electrical (including a new emergency generator), plumbing, and fire protection systems, new structural foundations and framing in the Carnegie Wing, and limited improvements to the exterior envelope, as well as all other Work of any type or description necessary for contemplation of the Project, whether or not specifically described in these Bidding Documents. The Project is governed by a Project Labor Agreement, which is included in the Bidding Documents for reference. The building will be unoccupied during construction and all Work of this Contract shall be completed within 365 Calendar Days from the Notice to Proceed.
The Bidding Documents for the proposal Work are on file, for viewing purposes only at the City of Long Branch Purchasing Department and may be viewed during normal business hours at no cost at the address listed above. Bidding Documents may be obtained by any prospective bidder upon proper notice and the payment of a non-refundable charge of $350.00 per set from the office of T&M Associates (located at 11 Tindal Rd., Middletown, NJ 07748). Digital versions of the Bidding Documents in the form of a digital download can also be obtained upon payment of a non-refundable charge of $100.00. A non-mandatory pre-bid meeting will be held on THURSDAY, APRIL 27, 2023 at 1:00 P.M. at the Long Branch Free Public Library, located at 328 Broadway, Long Branch, NJ 07740.
The deadline for receipt of questions is MONDAY, MAY 15, 2023 at 4:00 P.M. Please refer to the Instructions to Bidders for submission of questions.
The provided Bid Packet must be completed in the manner designated, must be enclosed in a sealed envelope bearing the name and address of the Bidder and the name of the Project on the outside and must be addressed to the Long Branch Purchasing Department at the address listed above. Bid Security in the amount of 10% of the total bid price shall be supplied in the form of a Certified Check, Cashier's Check, or Bid Bond, but not in excess of $20,000.00 and must be accompanied by a Statement of Consent of Surety from a surety company holding a Certificate of Authorization to do business in the State of New Jersey. The successful Bidder is hereby notified that Performance and Payment Bonds for the full amount of the Project are required.
By virtue of Executive Order #34 (1976), vendors currently suspended, debarred, or disqualified are excluded from participating on this Project. The successful Bidder shall be required to comply with the applicable statutory requirements of the Bidding Documents which include all of the following: (i) N.J.A.C. 17:27-1 et seq.; (ii) N.J.S.A. 10:5-31 et seq.; (iii) Business Registrations (N.J.S.A. 52:32-44); (iv) Prevailing Wage Act (N.J.S.A. 34:11-56.25, et seq.); (v) Public Work Contractor Registration (N.J.S.A. 34:11-56.48); (vi) Affirmative Action Requirements (N.J.S.A. 10:5-1, et seq.); and (vii) N.J.S.A. 40A:11-16; and any other legal requirements applicable to this Project.
No bidder may withdraw their bid for a period of sixty (60) days after opening and the City of Long Branch reserves the right to reject any and all Bids to the extent permitted by law.
